The National Book Council invites applications for the position of Manager with the National Book Council on a fulltime indefinite contract basis.

1.0     Duration of assignment and Conditions 

1.1     The position of Manager is on a full-time indefinite basis and the selected candidate is required to work a maximum of a five (5) day working week with an average of forty (40) hours per week distributed over a calendar year that will cover the opening hours during general service hours.

2.0     Salary pegged to the position

2.1    The salary attached to the position of a Manager is equivalent to Salary Scale 7 which in the year 2023 is €27,698, with an annual increase of €531 and including a performance bonus of up to 10%, an expense allowance of €750, a car allowance of €2,500 and a communication allowance of €750, which form part of the package attached to the post.

3.0     Duties

3.1 The duties and responsibilities of a Manager shall include the following:

  • Establishing and maintaining relationships with key stakeholders, including government agencies, public service organizations and literary institutions, and liaising with the public service, public sector and government agencies;
  • Collaborating with libraries, schools, and educational institutions to foster a reading culture and support literary education;
  • Editing and writing of statements, reports and various documents (official, internal and/or public);
  • Coordinating, supervising and managing major projects and events, by using a project management system;
  • Managing tenders and grant applications, including coordinating the process, preparing necessary documentation, and ensuring compliance with procurement regulations and guidelines. This may also involve managing projects funded by European funds, overseeing the application process, financial reporting, and monitoring project implementation according to EU funding requirements;
  • Ensuring compliance with both the Financial and Public Procurement Regulations by collecting quotes, preparing tender/quote documents , and managing bids by third party suppliers and contract service providers within the allocated budgets;
  • Managing budgets for publishing projects and initiatives, all in line with public procurement;
  • Representing the National Book Council in press conferences, media engagements and meetings within and outside Malta;
  • Continuously studying and observing locally published books and literary trends;
  • Managing and updating administrative data for the National Book Council;
  • Any other duties according to the exigencies of the Public Sector as directed by the Chairperson of the National Book Council;

4.0   Eligibility requirements

4.1 By the closing time and date of this call for applications, applicants must be:

  1. (a) citizens of Malta OR

(b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers, OR

(c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; OR

(d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned Eu legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); OR

(e) third country nations who have been granted long-term resident status in Malta under Regulation four of the Status of Long-Term Residents (Third Country Nationals} Regulations 2006 or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nations who have been granted a residence permit under the Family Reunification Regulations, 2007.

The advice of the Citizenship and Expatriates Department should be sought as necessary in the interpretation of the above provisions.

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. The Employment and Training Corporation should be consulted as necessary on this issue.

  1. Be proficient in both the English and Maltese languages.
  2. In possession of: a recognised qualification at MQF Level 6 in Arts with a minimum of 90 ECTS/Ecvets or equivalent and one (1) year relevant work experience; or

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained any of the above mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question by the closing time and date of the call for applications.

For the purpose of this call of applications, relevant work experience referred to in paragraph 4.1 includes also experience in Public Relations, Administration and/or management experience.

4.2  Due consideration will be given to applicants who, besides the requisites indicated in paragraph 4.1, have also:

  • Thorough knowledge of the local book industry and local and foreign literary and academic scenes.
  • Proficient use in a third language such as French, Italian, German and Spanish will be considered an asset.
  • Proven relevant work experience in this area.

4.3  Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications.

5.0  Submission of supporting documentation

5.1  Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should be attached to the application. Scanned copies sent electronically are also acceptable. The following documents need to be submitted:

  1. Updated Europass CV including ID number
  2. Scanned copies of qualification certificates
  3. GP 47 or Jobs plus employment history
  4. Police conduct

5.2   Original certificates and/or testimonials are to be invariably produced for verification at the interview.

6.0   Selection procedure

6.1   Eligible applicants will be assessed by a Selection Board to determine their suitability for the position. The maximum mark for this selection process is 100 and the pass mark is 50.
